Citizens may submit complaints against actions or omissions by the public authorities to the Ombudsman, who shall assess them without the power to take decisions and shall send the competent bodies such recommendations as may be necessary in order to prevent or make good any injustices. Les citoyens peuvent présenter des plaintes au médiateur, en raison de l'action ou de l'inaction des pouvoirs publics. Ce dernier procède à leur examen sans avoir de pouvoir de décision et adresse aux organes compétents les recommandations nécessaires pour prévenir et réparer des injustices. [Article 23-1]
